Temporary passenger terminal (later to become a business aviation hangar) is located on the existing site of the airport terminal complex, with the construction of the temporary passenger terminal planned on the territory with dilapidated buildings slated for demolition. The building footprint of the planned passenger terminal occupies an area of ​​1.44 hectares. Vehicle access to the building is provided from Aeroflotska Street.

The project envisages the construction of a temporary international passenger terminal building at the airport in accordance with the design assignment and approved by customs, border, and security services (SAB). The designed terminal is a building measuring 48 meters by 108 meters and a height of 12 meters.

At +-0.000mm, the following facilities are planned: passenger hall (lobby), ticket office, technical rooms, baggage compartment, restrooms, SAB and customs control passage zone, waiting area, inspection rooms, and office spaces for border, customs, and security services, as well as a cafeteria.

Parking lots are planned on the pre-terminal square, with access and exit to Aeroflotska Street, as well as bus and shuttle bus parking areas.

The main entrances to the temporary passenger terminal are planned from the pre-terminal square.
